'AFS off' light flashing/fault

Hello, got a problem on my newly acquired Alphard, hopefully someone can help...

'AFS off' light is flashing indicating a fault - been all through rear sensor, tried to talk to it via OBD (could see AFR but not communicates), servos on lamp units move freely by hand - any ideas on how to fix???
