Hi my car has failed its mot on emissions so I've took the oxygen sensor out to clean and noticed it was very loose where i have highlighted the photo the whole part can turn while the nut stays in place is this faulty i have ordered a new one just incase

That sounds correct, otherwise it would be a right PITA to tighten up as the cable would be spinning around. It will be a compression fitting that seals when tightened up, in the same way an olive does on a copper pipe.

Hi I changed one on our yaris and it doesnt rotate- thats why you need a special socket with slot in to remove

Agreed. It sounds broken to me. Mine is fixed solidly in place. Sounds like you've got an easy fix.

 

Also surprised your van fails emissions without the Check Engine Light coming on.

It's failed twice now on emissions the check light never came on I'm hoping it's the faulty oxygen sensor that's causing this new one ordered coming Saturday
