I had my heating working on high setting today. Plenty of warm air. It sounded as though the blower was turning on and off. Is this normal, or an issue. 

Might it go hand in hand with the strange noises I've been hearing behind the dash, which j believe is a worn heat flap actuator. The heating and aircon all work fine.
